N-FORS/Emergency Performance Inc.
We are all familiar with the concept of cause and effect: The understanding that a specific action has an impact on the outcome of an event. For a community, a fire department’s availability, capability, and on-scene operations has a significant impact on how quickly and effectively a structural fire is controlled. Ultimately, this outcome determines the health and safety of the firefighter and the community. Fire departments struggle with data collection and analysis associated with their operational performance and outcomes. These operational data elements are not included in the National Fire Incident Reporting System (NFIRS). NFIRS was designed to track the incidence of fire rather than a fire department’s response to it. The National Fire Research Agenda and the 2011 National Fire Service Data Summit recognized the need for local fire department data. The focus is local but state and national fire organizations will benefit from the aggregation and analysis of local operational and safety data. The primary goal of this project is to create a National Fire Operations Reporting System (N-FORS) empowering local fire departments to measure and optimize their response availability, capability, and effectiveness of on-scene performance. These operational measurements are directly connected to the outcome of the event (incident) for the firefighter, citizen, EMS patient, or property. The proposed system is not intended to replace NFIRS but to provide fire departments with additional information to maximize safety and operations from an outcomes perspective. This project is the result of a well-documented history of collaboration and an urgent call-to-action by the fire industry and its lead federal and professional organizations. Along with Emergency Performance Inc., the project team includes the International Association of Fire Fighters (IAFF), International Association of Fire Chiefs (IAFC), National Institute of Standards and Technology (NIST), and the Commission on Fire Accreditation International (CFAI). Their partnerships and consensus-based projects have driven extraordinary advancements that positively impact the health and safety of firefighters and our communities. This three-year initiative is designed to bring together fire industry leadership through a collaborative process to define, design, and implement a National Fire Operations Reporting System (N-FORS).

In 1985, the World Police & Fire Games Federation, a non-profit organization, run by the Californian Police Athletics Federation, established the World Police & Fire Games.
