Re: Censure of Emergency Services Consulting International (ESCI) – Substitute Adopted Unanimously
1 | WHEREAS, IAFF Local 3631 represents 960 |
2 | professional fire fighters, paramedics, training |
3 | officers, Hazmat specialists, aircraft rescue fire |
4 | fighters, helicopter pilots, bulldozer operators, hand- |
5 | crew personnel, and FEMA California Task Force 5 |
6 | personnel; and |
7 | WHEREAS, Orange County Fire Authority |
8 | (OCFA) fire fighters proudly serve 1.7 million |
9 | citizens in 24 cities in Orange County, California; |
10 | and |
11 | WHEREAS, OCFA management has pursued |
12 | staffing cuts in recent months that are detrimental |
13 | to public safety and that directly threaten the safety |
14 | and the livelihood of professional fire fighters in |
15 | Orange County; and |
16 | WHEREAS, one of those actions was to retain |
17 | the services of Emergency Services Consulting |
18 | International (ESCI) to author a new “Standards of |
19 | Cover Report” that offers to impose adverse |
20 | fundamental changes to the time-tested and safe |
21 | staffing and deployment systems of the OCFA; and |
22 | WHEREAS, the SOC Report was prepared and |
23 | completed by Jack Snook, Joe Parrott, Dave |
24 | Austin, and Cameron Phillips without any |
25 | involvement or input by labor or rank-and-file |
26 | members, and labor as well as the Joint Powers |
27 | Authority Board was excluded from reviewing or |
28 | providing input into the final document before it |
29 | was provided to the media; and |
30 | WHEREAS, the SOC Report offered by Jack |
31 | Snook, Joe Parrott, Dave Austin, and Cameron |
32 | Phillips included firehouse closures, reduced |
33 | fire engines, reduced fire fighter daily staffing, |
34 | reductions in company staffing from four personnel |
35 | to three personnel, and proposed changes to the |
36 | current shift schedule and working conditions to the |
37 | detriment of IAFF members; and |
38 | WHEREAS, the Report recommended an |
39 | extreme, dangerous, and unwarranted reduction in |
40 | ALS staffing, including a reduction in daily as well |
41 | as per-unit fire fighter ALS staffing; and |
42 | WHEREAS, Jack Snook, Joe Parrott, Dave |
43 | Austin, and Cameron Phillips used inaccurate |
44 | information and flawed data to justify a decrease |
45 | in professional fire fighters; and |
46 | WHEREAS, Jack Snook is a proponent of |
47 | volunteer fire fighters and “combination” fire |
48 | departments and even authored a guidebook titled |
49 | “Recruiting, Training, and Maintaining Volunteer |
50 | Firefighters”; therefore be it |
51 | RESOLVED, That The International Association |
52 | of Fire Fighters formally censures Jack Snook, Joe |
53 | Parrott, Dave Austin, and Cameron Phillips; and be |
54 | it further |
55 | RESOLVED, That the IAFF urge the |
56 | International Association of Fire Chiefs (IAFC) and |
57 | its affiliate company ESCI to support and promote |
58 | the national consensus standards and the Commission |
59 | on Fire Accreditation International (CFAI) |
60 | accreditation process in all consultant work with fire |
61 | departments throughout the U.S. and Canada; and be |
62 | it further |
63 | RESOLVED, That notice of this censure be |
64 | disseminated to ESCI and its officers, all IAFF |
65 | affiliates, and IAFC. |
